You can send free sms to Mobitel Sri Lanka using their email to sms gateway.
this is the way how you can send them
first compose mail to xxxxxxx@sms.mobitel.lk
put subject anything you like and type your messege in the email body area and click send.
xxxxxxx need to be the receiver Mobitel number.
when typing the number make sure not to include 94071
for example ; 1234567@sms.mobitel.lk
